and the air force base in the u.s. state of nevada. drones come in various shapes, sizes and weights. they are used for surveillance, disablement, and killing. and drones are increasingly ubiquitous. there are 64 drone bases spread across the united states alone, and the u.s. has other drone installations across the planet. africa is increasingly a drone base environment. a newly authorized site in the nation of niger will become the sixth u.s. drone base in africa, joining one in morocco, senegal, uganda, and a permanent one in djibouti. u.s. drone attacks ordered by obama have spiked particularly in yemen, somalia, afghanistan, and notably pakistan where over 360 drone strikes over the nine years, 2004 to 2013, have killed over 3,000 people. this data is not classified. and not even secret. but it is troubling. so troubling that the u.n. has just decided to launch an investigation on the impacts of drone strikes on thousands of civilians. question. will the u.n. human rights council rule that drone use violates international law do you think, pat buchanan? >> i don't think they l.

as an old friend, those of us with whom he served during your years in the senate. there are few jobs were demanding that the position to which you have been nominated. the hours are long and extremely challenging, and require sacrifices from both the secretary and his family. we traditionally give our nominees an opportunity to introduce their families at these hearings, and we would welcome your doing so during your opening statement. if confirmed, senator hagel would be the first former enlisted man and the first veteran of the vietnam war to serve as secretary of defense. you cannot read and senator hagel's account of his military service and not be impressed by it. as senator hagel explained a few years ago, but " probably most fundamental for me, when we talk about going to war, we need to think it through carefully, not just for the political and diplomatic and economic consequences, and those are important, but at least for me, this old infantry sergeant thinks about when i was in vietnam in 1968. someone needs to represent that perspective in our government as well. the people in

commander of u.s. forces in iraq general loy austin to lead the command which is responsible for operations of middle east and afghanistan. general austin was joined by u.s. command nominee general david rodriguez who is a top commander in afghanistan from 2007 to 2011. this hearing is chaired by carl levin of michigan. it is two hours. >> good morning everybody and welcome this morning that committee considers the nomination of two very distinguished officers to the two of the most active and challenging combatant commands. general lloyd austin united states army nominated to the commander u.s. central command, and general david rodriquez, u.s. army to be nominated to be commander of the u.s. africa command. fees' to combat and commands, centcom and africom are the centers of gravity for the military's operations to counter the threat of terrorism. both nominees have served the country with distinction, and i want to faint each of you for your decades of military service and a willingness to serve once again. i and stand general austin's life and rodriguez's life are with us this morning.
